MARCH 27, 2006 MEETING Associated with Implementation of Conceptual Master Plan

9:00 a.m. meeting at Greenway Conference Room attended by city, county, and state officials: Discussion of Greenway trails to be constructed on north side of Barren River at the proposed Mitch McConnell Park (former landfill). Of concern was the trail system crossing KY 3225 Old Louisville Road (State Street) to connect McConnell Park with Weldon Peete Park.
Discussion centered on high (top) bank and low (river's edge) bank trails crossing beneath the old Louisville Road Bridge. The bridge is currently experiencing severe scour at the right descending bank. However, the bridge is not in danger of failing. A condition agreed to by the State Highway Department representative. The City of Bowling Green/Warren County must acquire a permit from KY Transportation Cabinet for the trail to cross the highway right-of-way, regardless of location. Prior to issuing a permit; the Cabinet requires a detailed scour analysis at the State Street bridge as well as an environmental analysis and resource agency coordination for the proposed trails and whitewater park.
Construction methods were briefly discussed (i.e., sheet piles, gabions, etc.) regarding the trails. Specifics were limited due to the preliminary nature of the conceptual plans.
Discussions concluded with various alternatives presented for only implementing the "landfill" trails and some alternative pedestrian crossing of State Street north of the bridge. It was suggested that the Greenways Commission apply for a permit from the KY Transportation Cabinet. Plans showing proposed work within the right-of-way should be submitted for approval by the central office.
On a related note, the North-South connector (4-lane plus continuous turn lane) located at the western end of the proposed whitewater course is a controlled access highway. The proposed pickup cul-de-sac will not be allowed. The state will not allow access to the North-South connector. A comment was also made about construction in the floodplain. The meeting adjourned before lunch.
1:30 p.m. meeting with City of Bowling Green Department of Public Works and Kentucky Division of Waste Management held at the City Hall Annex and attended by Helen Seiwees (Greenway Coordinator), Eddy Carter (GEC), Rob Evans (DPW), Paul Blanton (KYDWM), and Derek Wride (CDM).
KY Division of Waste Management along with their consultant (CDM) are initiating final closure of the landfill site, which is to become Mitch McConnell Park. Waste Management wants to coordinate final closure with the Whitewater Park plans, in particular the lateral infiltration barrier that may be required along the waters edge.
In 1987, the landfill was graded for use as soccer fields. Leaf waste was composted at the site resulting in varying degrees of differential settlement today. Plans are being developed to conduct a waste limit characterization. CDM is reviewing historical aerial photographs and developing a boring plan.
Monitor wells were installed years ago but never produced water. There is an existing slurry trench and collection system which includes a 10,000 gallon underground tank. The tank is pumped out and trucked to Louisville for treatment/disposal.
The landfill belongs to the Commonwealth of Kentucky, which will deed it to the City of Bowling Green after closure.
KYDWM needs concurrence with the CDM design at the toe of the landfill (near waters edge of the Whitewater Park). GEC explained the preliminary nature of the conceptual master plan and agreed to cooperate, communicate, and coordinate future plans.
